A PSR is required for circumstances described by Item 8 of the Table in Section 7 of the Regulation for Industrial Establishments:
“A process uses or produces a hazardous biological or chemical agent and uses a ventilation system to limit the exposure of a worker in accordance with any exposure limit set out in Regulation 833 of the Revised Regulations of Ontario, 1990 (Control of Exposure to Biological or Chemical Agents) made under the Act.”
Portable devices that extract smoke, fumes or other substances and do not exhaust to the outdoors are exempt. An example of this would be a proprietary device used exclusively to capture welding fumes.
In a PSR for Item 8, the ventilation system is reviewed by Stirling Engineering along with administrative controls and personal protective equipment.
If the raw materials used at a facility include flammable liquids or combustible dusts and present a risk of ignition or explosion, a PSR will also be required for Item 1 and Item 4.
