A PSR is required for circumstances described by Item 1 of the Table in Section 7 of the Regulation for Industrial Establishments:
“Either of the following applies with respect to flammable liquids:
1. More than 235 litres of flammable liquids are located in a building or room.
2. Flammable liquids are dispensed in a building, room or area.”
The PSR includes a review of the conceptual design of storage and dispensing areas, assessment of ignition sources, explosion venting, mechanical ventilation, and the bonding of equipment. The outdoors storage of flammable liquids is exempt from the PSR requirement, however compliance with the Occupational Health and Safety Act (OHSA), Industrial Establishments Regulation, Ontario's Fire Code and other applicable legislation must be met.
The use of flammable liquids may also trigger an Item 4 or Item 8 PSR. An example would be a manufacturing facility using flammable liquids where the operations conducted involve a risk of ignition or explosion, or may result in workplace exposures to hazardous volatile substances.
Facilities emitting flammable vapours may further be required to obtain an Environmental Compliance Approval (ECA) or an Environmental Activity and Sector Registration (EASR).
