For propane dispensing facilities with combined storage capacities exceeding 5,000 USWG, a Level 2 RSMP is required. Some components of Level 2 RSMPs require approval from the local Fire Service.
A Level 2 RSMP will typically also require a Quantitative Risk Assessment of operations to verify the risk at off-site locations. The Emergency Response and Preparedness Plans prepared by Stirling Engineering for a Level 2 RSMP meet the applicable provisions of CSA Z731-03 Emergency Preparedness and Response as well as the Environmental Emergency (E2) Regulations under the Canadian Environmental Protection Act.
